HAPP Information for Tenants

  • HAPP only assists families who reside in Johnston County.  Click here to view a list of housing agencies in nearby counties.

  • All changes in tenant income must be reported to the office within 10 days of the change in order to make sure that you receive 30-days notice that your rent will increase.  If you fail to report income, your rent will be increased without a 30-day notice, and you may have to pay back the Johnston County HAPP.  View eligibility guidelines.

  • All income for every member of the household must be reported to the HAPP office - including self employment income, seasonal, and payment/monthly expenses assistance from other family/friends.  Failure to do so may result in having to pay back the Johnston County HAPP, or in termination of your benefits.

  • Current Fair Market Rent / Housing sizes for Johnston County.

Fair Housing and Reasonable Accommodation Resources

The Fair Housing Act prohibits the denial of housing to a person based on the person’s membership in one or more of the classes protected under the Act. The protected classes are race, color, religion, national origin, sex, familial status, and disability. 

Owners on the HCV/HAPP program have the ability to use their own pre-screening criteria (credit, criminal, rental history, etc) for potential Tenants as long as it falls within federal Fair Housing Guidelines as stated above. 

The information and brochures provided below are meant to assist both Landlords and Tenants in both basic and specific Fair Housing issues. The information provided below is for all types of rental housing NOT just for HCV/HAPP recipients and their Landlords:
