Pursuant to the Johnston County Code of Ordinances, Chapter 18 - Section 18-52, the Johnston County Board of Commissioners will hold a public hearing on Monday, March 18, 2024 at the 6:00 p.m. meeting, in the Commissioners Meeting Room, Johnston County Courthouse, 207 E. Johnston Street, Smithfield, NC 27577. The public hearing will be held immediately following the Public Comment section of the meeting, which begins at 6:00 p.m. or as soon thereafter as possible.
The purpose of the public hearing is to receive public comment on the proposed road name of the current US 70 Business from the Johnston/Wake County line to the current US Hwy 70/US Hwy 70 Business interchange, which will be renamed as a result of the North Carolina Department of Transportation’s Interstate 42 conversion project. A new road name is needed to enhance safety and emergency response. This segment of US Hwy 70 Business is located in the unincorporated area of Johnston County and is proposed to be changed to Clayton Boulevard.
The public may obtain additional information and maps on this matter through the Johnston County Planning and Zoning Department located at 309 E. Market Street, Smithfield, North Carolina between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, or call 919-989-5150. Please be advised that the Board may choose to take action on this matter following the public hearing.

Notice of Intent to Consider Adoption of Resolution

Notice is hereby given that the Johnston County Board of Commissioners, pursuant to N.C.G.S. §160A-280, intends to consider adoption of the following resolution at their Monday, March 18, 2024 6:00 p.m. meeting to be held in the Commissioners’ Meeting Room, Johnston County Courthouse, 207 E. Johnston Street, Smithfield, NC 27577.
Resolution Approving Conveyance of Personal Property to
Another Governmental Unit Pursuant to G.S. 160A-280
WHEREAS, the County of Johnston (“County”) owns the following equipment that has been previously used in the Johnston County Sheriff’s Office operations; and
- 2021 Dodge Charger, VIN#2C3CDXATXMH527990, Miles 77,441
- 2021 Dodge Charger, VIN# 2C3CDXAT1MH527991, Miles 76,395
WHEREAS, North Carolina General Statute §160A-280 authorizes a county to convey personal property for nonmonetary consideration to another governmental unit within the United States if the governing board deems the property to be surplus, obsolete, or unused; and
WHEREAS, the County of Johnston has determined that the personal property described above is surplus, obsolete, or unused; and
WHEREAS, the County of Johnston finds that the public will benefit from the conveyance of the property described above by assisting Johnston Community College with necessary equipment.
THEREFORE, THE JOHNSTON COUNTY BOARD OF COMMISSIONERS RESOLVES THAT:
- The manager and/or finance officer of Johnston County is authorized to execute all documents necessary to convey the equipment described above to Johnston Community College.
- The consideration for the conveyance is the public benefit from the conveyance of the property described above by assisting Johnston Community College with necessary equipment.
- In accordance with the notice requirements of N.C.G.S. §160A-280, public notice of this resolution was given by posting on the county’s website on March 6, 2024.

NOTICE OF HEARING |
In RE: Proposal to Abolish Existing Fire Protection Service Districts and Establish New Fire Protection Service District |
NOTICE IS HEREBY GIVEN that the Johnston County Board of Commissioners will hold a public hearing in the County Commissioners’ Meeting Room, located in the Johnston County Courthouse, 207 E. Johnston Street, Smithfield, North Carolina 27577 at 6:00 p.m. on Monday, April 1, 2024. The meeting will be livestreamed through YouTube at https://www.youtube.com/jocogovnc. The purpose of the hearing is to hear the views of the residents of Johnston County on the proposal to abolish existing fire protection service districts and to establish a new single county fire protection service district. A report containing information relating to the proposal may be reviewed at the Office of the Clerk to the Board, 207 E. Johnston Street, Smithfield, North Carolina during regular business hours of 8:00 a.m. – 5:00 p.m., Monday through Friday.
Following the public hearing, the Board of Commissioners will consider a Resolution to abolish the existing fire protection service districts and to establish a new fire protection service district.
The fire protection service districts proposed to be abolished are as follows: Banner and Benson Fire Service District, Bentonville Fire Service District, Beulah and Kenly Fire Service District, Blackman’s Crossroads Fire Service District, Boon Hill and Princeton Fire Service District, Brogden Fire Service District, Claytex and Clayton Fire Service District, Corinth-Holder Fire Service District, Elevation Fire Service District, 50-210 Fire Service District, McLemore Fire Service District, Meadow Fire Service District, Micro Fire Service District, Nahunta Fire Service District, Newton Grove Fire Service District, North Side Fire Service District, O’Neal Fire Service District, Oakland Fire Service District, Pi-Le and Pine Level Fire Service District, Selma and Selma Rural Fire Service District, Shoe Heel Fire Service District, Smithfield and Smithfield Rural Fire Service District, Strickland Crossroads Fire Service District, West Johnston Fire Service District, Wilson’s Mills Fire Service District, and Wynn and Four Oaks Fire Service District.
The fire protection service district proposed to be established is the Johnston County Fire Protection Service District.

The Johnston County Board of Commissioners will conduct Rezoning Petition Application Public Hearings for the following cases on Monday, April 1, 2024 at their 6:00 p.m. meeting. After each rezoning case is heard, the rezoning public hearing, which is a legislative hearing, will be recessed and the Board will render a decision.
