**Notice for the March 1, 2021 – Johnston County Board of Commissioners Meetings**
In an effort to continue social distancing practices during the COVID-19 Coronavirus Pandemic please be advised that the March 1, 2021 10:00 a.m. and 6:00 p.m. meetings will be held in the Old Superior Courtroom (Courtroom No. 4) located in the Johnston County Courthouse at 207 E. Johnston Street, Smithfield, NC. There will be limited seating available for the public and the meetings will also be livestreamed on Johnston County Government’s Facebook page at www.facebook.com/jocogovNC. Recommended social distancing and CDC health and safety guidelines will be observed at the meeting. Citizens that wish to address the Board during Public Comment but have concerns with physically attending the meeting may e-mail their Public Comments to Clerk to the Board Paula Woodard at paula.woodard@johnstonnc.com by Friday, February 26, 2021 at 5:00 p.m. The Chairman will present those comments during the Public Comment portion of the meeting.

NOTICE OF PUBLIC HEARING
March Rezoning/Special Use Case
The Johnston County Board of Commissioners will conduct Rezoning Petition and Special Use Permit Application Public Hearings for the following cases on Monday, March 1, 2021 at their 6:00 p.m. Meeting. After each rezoning case is heard, the rezoning public hearing, which is a legislative hearing, will be recessed and the Board will render a decision. In the case of special use district rezonings, the special use hearing will be heard before reopening the hearing for the next case. The special use hearing is a quasi-judicial hearing where the Board is sitting as judges and will hear factual evidence as testimony. In an effort to continue social distancing practices during the COVID-19 Coronavirus Pandemic, these hearings will be held in the Old Superior Courtroom (Courtroom No. 4) in the Johnston County Courthouse located at 207 E. Johnston Street in Smithfield, North Carolina. Recommended social distancing and CDC health and safety guidelines will be observed. The meeting will also be livestreamed on Johnston County Government’s Facebook page at www.facebook.com/jocogovNC.
CASE 21-01: Rezoning Petition: Petition to rezone 4.05 acres of an 18.28 acre lot located in the 2000 block of Feed Mill Road in the O’neals Township from Agricultural Residential (AR) to Agricultural Residential-Special Use District (AR-SUD). Special Use Request: To allow for an electrical substation.

APRIL APPOINTMENTS
The Johnston County Board of Commissioners will be considering the following upcoming appointments. Please note the deadline to apply is March 22, 2021. Applicants must be residents of Johnston County.
Fire Protection District Commissions – 2 year terms - 3 positions available for each of the following Fire Districts: Bentonville, Brogden, Claytex, 50-210, PI-LE, Shoeheel, Smithfield, Thanksgiving, and West Johnston; 2 positions available for each of the following Fire Districts: Selma; and 1 position available for each of the following Fire Districts: Beulah, Meadow, Nahunta, Newton Grove, Strickland’s Crossroads, and Wilson’s Mills.
Firefighters Relief Fund Board of Trustees – 2 year terms (except where noted) - 1 position available for each of the following Fire Districts: Bentonville, Meadow, and Shoeheel. 2 positions available for the West Johnston Fire District (1 position for a two year term, and 1 position for a one year term).
Johnston County Board of Equalization & Review – 4 positions; 4 year terms (One position representing each of the following County Commissioner Districts - District 1, District 3, District 4, and District 7.)
Johnston County Board of Health – 2 positions; 3 year terms (One position representing each of the following categories: Professional Engineer and Veterinarian.)
Johnston County Planning Board – 1 position to fill an unexpired term ending February 28, 2022.
Johnston-Lee-Harnett Community Action Board – 1 position to fill an unexpired term ending February 28, 2022.
Local Emergency Planning Commission – 15 positions; 2 year terms (Applicants must represent one of the following areas of interest: State or Local Elected Official; Law Enforcement; Emergency Management; Fire - Captain or above; Environmental - Professional, Local or State; Transportation - Trucking, School, Railroad, Evacuation or DOT; Media - Television, Print, or Radio; Facilities; Agriculture; Labor/OSHA; and General Public.)
Nursing Home/Adult Care Home Community Advisory Board – 6 positions; 1 year term for new appointees or 3 year term for reappointed members. “No person or immediate family member of a person with a financial interest in a home served by a committee, or an employee or governing board member of a home served by a committee, or immediate family member of a patient in a home served by a committee may be a member of a committee.”
Veterans Services Advisory Board – 3 positions; 3 year terms (Eligible applicants must be a veteran. One position represents County Commissioner District 3 and the remaining two positions are at-large.)
