NOTICE OF PUBLIC HEARING
June Rezoning/Special Use Cases

The Johnston County Board of Commissioners will conduct Rezoning Petition and Special Use Permit Application Public Hearings for the following cases on Monday, June 3, 2019 at the 6:00 p.m. Commissioners Meeting in the Commissioners Meeting Room, Johnston County Courthouse, 207 E. Johnston Street, Smithfield, North Carolina.  After each rezoning case is heard, the rezoning public hearing, which is a legislative hearing, will be recessed and the Board will render a decision.  In the case of special use district rezonings, the special use hearing will be heard before reopening the hearing for the next case.  The special use hearing is a quasi-judicial hearing where the Board is sitting as judges and will hear factual evidence as testimony.

CASE 19-08: Rezoning Petition: Petition to rezone 1.9 acres of a 7.98 acre tract located at 3876 Benson Hardee Road in the Banner Township from Agricultural Residential (AR) to General Business (GB).  Tax ID: 01G12060D  Owner: E & M Property Management LLC  Applicant: Evencio Zavaleta

NOTICE OF PUBLIC HEARING and SPECIAL MEETING
Economic Development (N.C.G.S. §158-7.1(a))

The Johnston County Board of Commissioners has scheduled a special meeting to be held on Tuesday, May 28, 2019, at 10:00 a.m.  The meeting will be held at the Four Oaks Town Hall located at 304 N. Main Street, Four Oaks, North Carolina.  The purpose of the special meeting is to hold a public hearing to receive public comment on a proposed economic development incentive grant.  A company proposes to develop, build and equip a warehouse/distribution center in an underdeveloped area of the County which may consist of a warehouse/distribution center, call center, and limited retail.  The company has proposed the development in Johnston County in exchange for the extension of public water and sewer lines, if necessary, and certain economic incentives in the form of annual cash grants paid from general County funds over seven-year and five-year periods beginning after any specified requirements for investments and job creation have been satisfied.  The County believes this project will help stimulate the local economy, result in new taxable capital investments in real and personal property, and the creation by the company of a substantial number of new, permanent jobs in the County.  The Board of Commissioners will solicit public comment on the proposed incentives at the public hearing.  The Board of Commissioners will consider approval of incentives to the company in exchange for the company’s commitments to (1) plan, develop and build the warehouse/distribution center, (2) create a number of new, permanent full-time jobs and (3) invest in taxable business personal property additions that will return property tax revenues substantially in excess of the County’s investment.  The cash grants are contingent upon, among other things, the company’s entry into a local economic development agreement with the County containing the obligations and agreements of the company and the County.  All interested persons are invited to attend and present their views during this public hearing.

NOTICE OF SPECIAL MEETINGS
Fiscal Year 2019-2020 County Budget Discussions
Johnston County Board of Commissioners

Please be advised that the Johnston County Board of Commissioners will hold special meetings as well as set aside time during their regular June 3, 2019 10:00 a.m. meeting for the purposes of discussing and considering adoption of the Fiscal Year 2019-2020 County Budget, as follows:     

  • Monday, June 3, 2019 at 10:00 a.m. (Regular Meeting – Public Hearing to be held during the regular 10:00 a.m. meeting, see following public hearing notice.)
  • Monday, June 10, 2019 at 6:00 p.m. (Special Meeting for budget discussions.)
  • Monday, June 17, 2019 at 6:00 p.m. (Special Meeting for anticipated budget adoption.) 

The meetings will be held in the Commissioners Meeting Room located in the Johnston County Courthouse, 207 E. Johnston Street, Smithfield, North Carolina.  Anyone wishing to address the Board and/or hear the discussions regarding the Fiscal Year 2019-2020 County Budget is invited to attend.  It is anticipated that the Board of Commissioners will adopt the Fiscal Year 2019-2020 County Budget at the June 17th meeting; therefore, anyone wishing to address the Board regarding the County Budget is encouraged to attend the June 3rd or 10th meetings.  Please be advised that the Board may also discuss and consider final Fiscal Year 2018-2019 budget revisions and other related budgetary matters at any of these meetings. 

PUBLIC HEARING
PROPOSED JOHNSTON COUNTY BUDGET

Pursuant to NCGS § 159-12, the Johnston County Board of Commissioners will hold a Public Hearing on the proposed 2019-2020 County Budget on Monday, June 3, 2019 at the 10:00 a.m. regular meeting held in the Commissioners’ Meeting Room, Johnston County Courthouse, 207 E. Johnston Street, Smithfield, NC 27577.  The hearing will begin immediately following the Public Comment section held at the beginning of the meeting (10:00 a.m.), or as soon thereafter as possible.

The purpose of the Public Hearing is for the County Manager to present the proposed budget and solicit public comment.

A copy of the proposed Budget has been submitted to the Board and is available in the Office of the Clerk to the Board for public inspection.  The Office of the Clerk to the Board is located at the Johnston County Courthouse, 207 E. NOTICE OF PUBLIC HEARING
System Development Fee Analysis and 
Proposed Amendments to the Johnston County Water & Sewer Policies

Pursuant to North Carolina Session Law 2017-138, the Johnston County Board of Commissioners will hold a public hearing on Monday, June 3, 2019 at the 6:00 p.m. meeting, in the Commissioners Meeting Room, Johnston County Courthouse, 207 E. Johnston Street, Smithfield, NC 27577.  The public hearing will follow the Rezoning and Special Use Hearings which begin at 6:00 p.m. or as soon thereafter as possible.  Session Law 2017-138 provides specific guidance to public water and sewer providers to assess System Development Fees for the recovery of capital costs associated with new development and system growth.    

The purpose of the public hearing is to receive public comment and discussion on the Johnston County System Development Fee Analysis Update for water and wastewater as well as proposed amendments to the Johnston County Water & Sewer Policies.  The System Development Fee Analysis Update has been posted on the County’s website for the required 45-day time period.  Both the Analysis Update and the proposed amendments to the Johnston County Water & Sewer Policies can be found on the Johnston County Public Utilities website at:  www.JohnstonNC.com/utilities (look under the “News & Events” tab) or directly at the following address:  http://www.johnstonnc.com/ut2/content.cfm?page_desc=sdfs.  Any public comments or questions regarding the System Development Fee Analysis Update should be addressed to:  Chandra C.
