The Johnston County Board of Commissioners will conduct Rezoning Petition and Special Use Permit Application Public Hearings for the following cases on Monday, May 7, 2018 at the 6:00 p.m. Commissioners Meeting in the Commissioners Meeting Room, Johnston County Courthouse, 207 E. Johnston Street, Smithfield, North Carolina. After each rezoning case is heard, the rezoning public hearing, which is a legislative hearing, will be recessed and the Board will render a decision. In the case of special use district rezonings, the special use hearing will be heard before reopening the hearing for the next case. The special use hearing is a quasi-judicial hearing where the Board is sitting as judges and will hear factual evidence as testimony.

The Johnston County Board of Commissioners will hold a public hearing in the Commissioners’ Meeting Room, Johnston County Courthouse, 207 East Johnston Street, Smithfield, North Carolina, on Monday, May 7, 2018 at 10:00 a.m. during their regular meeting. The public hearing will begin immediately following the Public Comment section held at the beginning of the meeting (10:00 a.m.), or as soon thereafter as possible. The purpose of the hearing is to provide the public with an opportunity to address the Board on proposed changes to the boundary lines of the following fire service districts in Johnston County pursuant to N.C.G.S. §153A-304.3: Fifty-Two Ten, Archer Lodge, Banner and Benson, Bentonville, Beulah and Kenly, Blackman’s Crossroads, Boon Hill and Princeton, Brogden, Claytex and Clayton, Corinth-Holder, Elevation, McLemore, Meadow, Micro, Nahunta, Newton Grove, Oakland, O’Neal, Pi-Le and Pine Level, Selma and Selma Rural, Shoe Heel, Smithfield and Smithfield Rural, Stricklands Crossroads, Thanksgiving, West Johnston, Wilson’s Mills, and Wynn and Four Oaks. The revisions are proposed to align the boundaries to maximize the five mile coverage area for fire insurance grading purposes.
A report for the districts including (a) maps of the service districts and the adjacent territory showing the current and proposed boundaries of the districts; (b) a statement indicating that the proposed boundary relocations meet the standards and requirements of General Statute 153A-304.3(a); (c) a plan for providing service to the areas affected by the relocation of district boundaries; and (d) the effect that changes in the amount of taxable property will have on the ability of the fire service districts to provide services or to service any debt, are on file in the Clerk to the Board’s Office located at 207 E. Johnston Street, Smithfield, N.C., Johnston County Courthouse, as well as the Johnston County Emergency Services Office located at 120 S. Library Board of Trustees – 1 position; 3 year term.
Nursing Home/Adult Care Home Community Advisory Board – 13 positions; 1 year term for new appointees or 3 year term for reappointed members. “No person or immediate family member of a person with a financial interest in a home served by a committee, or an employee or governing board member of a home served by a committee, or immediate family member of a patient in a home served by a committee may be a member of a committee.”
Voluntary Agricultural District Advisory Board - 4 positions; 3 year terms (Applicants must be actively engaged in farming or express special interest, experience or education in agricultural and/or land preservation.)
Research and Training Zone Advisory Committee – 1 position to fill an unexpired term ending December 31, 2018. Applicants must be able to represent the interest of the Associations of Owners and Tenants established within the RTZ District.
