NOTICE OF PUBLIC HEARING
August Rezonings/Special Use Cases

The Johnston County Board of Commissioners will conduct Rezoning Petition and Special Use Permit Application Public Hearings for the following cases on Monday, August 5, 2019 at the 6:00 p.m. Commissioners Meeting in the Commissioners Meeting Room, Johnston County Courthouse, 207 E. Johnston Street, Smithfield, North Carolina.  After each rezoning case is heard, the rezoning public hearing, which is a legislative hearing, will be recessed and the Board will render a decision.  In the case of special use district rezonings, the special use hearing will be heard before reopening the hearing for the next case.  The special use hearing is a quasi-judicial hearing where the Board is sitting as judges and will hear factual evidence as testimony.

CASE 19-13: Rezoning Petition: Petition to rezone 13 acres of a 54 acre tract located at 2072 Old Rock Quarry Road in Boon Hill Township from Agricultural Residential (AR) to Industrial 2 – Special Use District (I2-SUD). AUGUST APPOINTMENTS

The Johnston County Board of Commissioners will be considering the following upcoming appointments.   Please note the deadline to apply is July 23, 2019.  Applicants must be a resident of Johnston County. 

Emergency Medical Services Advisory Committee – 1 position to fill an unexpired term ending June 30, 2020 representing citizens at-large.

Hospital Authority Board of Commissioners – 1 position; 3 year term  (Please note the Johnston County Board of Commissioners will nominate the appointment at their August 5, 2019 meeting; the nomination will then be sent to the Hospital Authority for review.  Upon review and recommendation by the Authority, Chairman Ted G. Godwin will make the final appointment at the Johnston County Board of Commissioners September 3, 2019 meeting.)    

Industrial Facilities & Pollution Control Financing Authority – 3 positions; 6 year terms

Johnston County Board of Adjustments – 3 positions; 3 year terms (New appointees shall be designated as alternate members.) 

Johnston-Lee-Harnett Community Action Board – 1 position; 2 year term

Livestock Arena Management Board – 3 positions; 2 year terms 

Nursing Home/Adult Care Home Community Advisory Board – 8 positions; 1 year term for new appointees or 3 year term for reappointed members.  “No person or immediate family member of a person with a financial interest in a home served by a committee, or an employee or governing board member of a home served by a committee, or immediate family member of a patient in a home served by a committee may be a member of a committee.”

Intent to Request HMGP Deed-Restricted Land Use On County-Owned Property

Notice is hereby given by publication, that the Johnston County Board of Commissioners, pursuant to 44 CFR Part 80, intends to request from the State of North Carolina and FEMA a deed-restricted land use on County owned property located at US 701 South, Four Oaks, North Carolina and identified as parcel identification numbers 08J13066D and 08J13066.  The properties were acquired by Johnston County under the Hurricane Floyd Supplemental Hazard Mitigation Grant Program fund, project number 4292-0022 and are currently restricted to open space, recreational, and wetlands management uses.  The proposed use is to allow the proposed construction of a portion of a 36-inch diameter underground natural gas pipeline on a portion of the property.

The Johnston County Board of Commissioners will receive and consider public comments on the proposed request until August 16, 2019.  Comments may be delivered to the Johnston County Board of Commissioners in the County Manager’s Office located at 207 E. Johnston Street, Smithfield, NC 27577; emailed to commissioners@johnstonnc.com; or mailed to Johnston County Board of Commissioners, P. O. Box 1049, Smithfield, NC 27577.  Citizens are also invited to public comment at the Johnston County Board of Commissioners meetings on July 8, 2019 at 10:00 am and 6:00 pm and August 5, 2019 at 10:00 am and 6:00 pm.  The Board of Commissioners meetings will be held in the Commissioners Meeting Room located in the Johnston County Courthouse at 207 E. Johnston Street, Smithfield, NC 27577.
