NOTICE OF SPECIAL MEETING
(Annual Work Session)

The Johnston County Board of Commissioners will meet on Friday, March 3, 2017 beginning at 8:30 a.m. in the Conference Room of the Johnston Regional Airport located at 3149 Swift Creek Road, Smithfield, North Carolina for the purposes of their annual work session.  The Board will be discussing the following items: 

  • Annual County Financial Update, Budget Matters, and Debt Capacity
  • County’s Future Outlook
  • Commissioner Roles and Relationships
  • Economic Development Update
  • Other Goals/Objectives to Meet Short and Long Term Needs

Please be advised that the Board may or may not choose to take action on any of the above referenced items.  The meeting will be open to the public.

NOTICE OF PUBLIC HEARING
March Rezoning/Special Use Hearings

The Johnston County Board of Commissioners will conduct Rezoning Petition and Special Use Permit Application Public Hearings for the following cases on Monday, March 6, 2017 at the 6:00 p.m. Commissioners Meeting in the Commissioners Meeting Room, Johnston County Courthouse, 207 E. Johnston Street, Smithfield, North Carolina.  After each rezoning case is heard, the rezoning public hearing, which is a legislative hearing, will be recessed and the Board will render a decision.  In the case of special use district rezonings, the special use hearing will be heard before reopening the hearing for the next case.  The special use hearing is a quasi-judicial hearing where the Board is sitting as judges and will hear factual evidence as testimony.

CASE 13-19 MOD:  Special Use Permit Petition: Petition to grant a Special Use Permit for a 3.16 acre tract located at the intersection of NC Hwy 96 N and NC Hwy 231 in O’Neals Township. The current zoning is General Business-Special Use District, with no defined uses.  Tax ID: 11L03046N.  Owner: Phillip Joseph Lewis.  Applicant: Glandon Forest Equity. 
Special Use Permit: To allow for a Commercial Retail business.

CASE 17-01:  Rezoning Petition: Petition to rezone 0.5 acres out of an 18.26-acre tract located at 186 Strickland Hinton Rd (SR 1729) in O’Neals Township from Agricultural Residential (AR) to General Business – Special Use District (GB-SUD).   Tax ID: 11L03035B.  Owner: Jermaine McKoy.   Applicant: Jermaine McKoy.  
Special Use Permit: Office, storage, and maintenance for five commercial vehicles.

Disposal of Surplus Property

The Johnston County Board of Commissioners adopted a resolution at their regularly scheduled meeting held on Tuesday, January 3, 2017, declaring certain personal property surplus and authorizing for the property to be sold by electronic public auction.  The property consists of the following:

2001 Ford Wheeled Coach 7.3 Engine VIN#1FDXE45F21HB51554    Mileage:  145,583
2009 Ford Wheeled Coach 6.0 Engine VIN#1FDXE45P19DA74316    Mileage:  136,628

The County will be using GovDeals (http://www.govdeals.com), an on-line auction service provider, for the disposal of this property.  The auction will begin on January 17, 2017 at 8:00 a.m. and end on February 28, 2017 at 5:00 p.m.  Registration is required for bidding.  All items are sold “as is”, and the acceptable methods of payment are cash, money order, and certified check.  Please review the terms and conditions before bidding.

The Johnston County Board of Commissioners will be considering the following upcoming appointments.  Please note the deadline to apply is March 21, 2017. 

Fire Protection District Commissions – 2 year terms - 3 positions available for each of the following Fire Districts: Brogden, Claytex, 50-210, PI-LE, Shoeheel, Smithfield, Thanksgiving, and West Johnston; 2 positions available for each of the following Fire Districts: Bentonville and Selma; and 1 position available for each of the following Fire Districts: Beulah, Nahunta, and Wilson’s Mills

Local Emergency Planning Commission – 18 positions; 2 year terms (Applicants must represent one of the following areas of interest:  State or Local Elected Official; Law Enforcement; Emergency Management; Fire - Captain or above; Environmental - Professional, Local or State; Transportation - Trucking, School, Railroad, Evacuation or DOT; Media - Television, Print, or Radio; Community Groups; Facilities; Agriculture; Labor/OSHA; and General Public.) 

Johnston County Board of Equalization & Review – 4 positions; 4 year terms (One position representing each of the following County Commissioner Districts - District 1, District 3, District 4, and District 7.  Applicants must reside within one of the respective Commissioner Districts listed.) 

Johnston County Health Board – 2 positions, 3 year terms (One position for a Dentist and one position representing General Public)

Johnston County Heritage Commission – 1 position, 2 year term. 

Juvenile Crime Prevention Council – 9 positions; 2 year terms (Applicants must represent one of the following areas: Chief of Police; Member of the Faith Community, Juvenile Defense Attorney, Member of the Business Community, United Way or other Nonprofit Agency, Representative from a Local Parks & Rec Program, General Public, and two individuals under the age of 18.)

Livestock Arena Management Board – 3 positions with 2 year terms; and 1 position to fill an unexpired term ending August 31, 2017.   

Nursing Home/Adult Care Home Community Advisory Board – 4 positions; 1 year term for new appointees or 3 year term for reappointed members.  “No person or immediate family member of a person with a financial interest in a home served by a committee, or an employee or governing board member of a home served by a committee, or immediate family member of a patient in a home served by a committee may be a member of a committee.”

Veterans Services Advisory Board – 1 position; 3 year term.  (Position represents County Commissioner District 6.  Applicants must be a veteran and reside within Commissioner District 6.)
