The Johnston County Board of Commissioners will conduct Rezoning Petition and Special Use Permit Application Public Hearings for the following cases on Monday, March 6, 2017 at the 6:00 p.m. Commissioners Meeting in the Commissioners Meeting Room, Johnston County Courthouse, 207 E. Johnston Street, Smithfield, North Carolina. After each rezoning case is heard, the rezoning public hearing, which is a legislative hearing, will be recessed and the Board will render a decision. In the case of special use district rezonings, the special use hearing will be heard before reopening the hearing for the next case. The special use hearing is a quasi-judicial hearing where the Board is sitting as judges and will hear factual evidence as testimony.
CASE 13-19 MOD: Special Use Permit Petition: Petition to grant a Special Use Permit for a 3.16 acre tract located at the intersection of NC Hwy 96 N and NC Hwy 231 in O’Neals Township. The current zoning is General Business-Special Use District, with no defined uses. Tax ID: 11L03046N. Owner: Phillip Joseph Lewis. Applicant: Glandon Forest Equity.
CASE 17-01: Rezoning Petition: Petition to rezone 0.5 acres out of an 18.26-acre tract located at 186 Strickland Hinton Rd (SR 1729) in O’Neals Township from Agricultural Residential (AR) to General Business – Special Use District (GB-SUD). Local Emergency Planning Commission – 18 positions; 2 year terms (Applicants must represent one of the following areas of interest: State or Local Elected Official; Law Enforcement; Emergency Management; Fire - Captain or above; Environmental - Professional, Local or State; Transportation - Trucking, School, Railroad, Evacuation or DOT; Media - Television, Print, or Radio; Community Groups; Facilities; Agriculture; Labor/OSHA; and General Public.)

Johnston County Heritage Commission – 1 position, 2 year term.
Juvenile Crime Prevention Council – 9 positions; 2 year terms (Applicants must represent one of the following areas: Chief of Police; Member of the Faith Community, Juvenile Defense Attorney, Member of the Business Community, United Way or other Nonprofit Agency, Representative from a Local Parks & Rec Program, General Public, and two individuals under the age of 18.)
Livestock Arena Management Board – 3 positions with 2 year terms; and 1 position to fill an unexpired term ending August 31, 2017.
Nursing Home/Adult Care Home Community Advisory Board – 4 positions; 1 year term for new appointees or 3 year term for reappointed members. “No person or immediate family member of a person with a financial interest in a home served by a committee, or an employee or governing board member of a home served by a committee, or immediate family member of a patient in a home served by a committee may be a member of a committee.”
Veterans Services Advisory Board – 1 position; 3 year term. (Position represents County Commissioner District 6. Applicants must be a veteran and reside within Commissioner District 6.)
