New Zoning Codes
(After September 1, 2000)
AR: Agricultural and Residential. This includes houses, churches, etc. With a special use permit, uses can include kennels, day cares, community centers, etc.
RR: Resort/Residential. Campgrounds, stables, marinas, etc.
R-MHP: Residential-Mobile Home Parks.
OI: Office and Institutional. Hospitals, doctor's offices, banks, libraries, etc.
GB: General Business. Hotels, gas stations, lumber yards, auto repair, restaurants, etc.
CB: Community Business. Churches, restaurants, day care, convenience stores, etc.
I-1: Light Industrial. Boat sales, cabinet shops, lumber yards, electronics manufacturing, pharmaceutical manufacturing, industrial supply sales and service, etc.
I-2: Heavy Industrial. Auto repair garages, junk yards, sawmills, concrete plants, milling operations, etc.
PUD:Planned Unit Development. Comprehensively planned communities where some light business is to be expected as part of the development.
IHI: Interstate Highway Interchange. Uses commonly found at the interchange of interstates. These include restaurants, gas stations, grocery stores, hotels, offices, etc.
AHH: Airport Height Hazard District.
ES: Environmentally Sensitive Area District.
WSPD: Water Supply Watershed Protection District.
MTD: Municipal Transition District.
SUD: Special Use District.

AR/R-40: Residential and Agricultural. Utilize well and septic systems. Includes churches, home businesses, etc. Minimum lot size is 40,000 sq ft.
R-30: Single family residential utilizing some form of public water. Minimum lot size is 30,000 sq ft.
R-20: Single family residential utilizing some form of public water. Minimum lot size is 20,000 sq ft.
R-10:Single and multifamily residential, utilizing public water and sewer. Density max 4 per acre. Minimum lot size is 10,000 sq ft.
R&R:Resort/Residential. Campgrounds, stables, marinas, etc.
O&I:Office and Institutional. Hospitals, doctor's offices, banks, libraries, etc.
HB-4:Highway Business. Gas Stations, car lots, restaurants, etc.
SC-3:Shopping Center.
CB-2:Community Business. New and used auto parts, day care, industrial equipment sales, etc.
GB-1:General Business. Basically any business, excluding industrial uses.
I-1:Light Industrial. Boat sales, cabinet shops, lumber yards, electronics manufacturing, pharmaceutical manufacturing, industrial supply sales and service, etc.

CLD:County Landfill.
IHD:Interstate Highway. Uses commonly found at the interchange of interstates. Restaurants, gas stations, grocery stores, hotels, offices, etc.
MHPD:Mobile Home Park district. Mobile Home parks.
RA:Residential-Agricultural. Allows agricultural activities and residential development at low rural densities in areas where public services are not available.
R-20:Low Density Residential District. Development of property into low density residential neighborhoods where only one public service is available (water or sewer).
R-11:Medium Density Residential District. Development of residential neighborhoods at medium densities where public services are available.
R-6:Higher Density Residential District. Provides for older in-town neighborhoods which have developed at this density, and areas for future development.
R-MH:Mobile Home Residential District. Provides for development of mobile homes on individual lots and of mobile home parks in appropriate locations.
R-TH:Townhouse Residential District. Provides for development of townhouses in appropriate locations with proper consideration of site planning and design principles.
O&R:Office and Residential District. Allows conversion of older homes into office or light commercial uses in certain areas with controls to ensure their compatibility with the residential character of the neighborhood where such conversion will aid in the preservation of town's historic areas.
B-1:Central Business District. Allows a wide range of commercial uses compatible with Benson's downtown area.
B-2:General Business District. Provides for a variety of business uses which are appropriate in selected locations in the planning area where they will not cause compatibility problems with other uses.
B-3:Freeway Interchange District. Provides areas to serve the needs of the traveling public.
B-4:Neighborhood Business District. Provides locations for retail and service establishments supplying the frequent need of residents living in adjacent residential areas while ensuring that such establishments will not be detrimental to those residential areas.
I-1:Light Industrial District. Provides for industrial uses of a clean nature, which will be compatible with adjacent districts.
I-2:Heavy Industrial District. Allows a wide range of industrial uses in areas where such uses will not be incompatible with adjacent uses or neighborhoods.
SUD:Special Use District. Promotes greater land use compatibility by allowing landowners to voluntarily place their property into classifications in which a special use permit is required as a prerequisite to any use or development. Clayton - (919) 553-5002
AR/R-40/20:Residential District. Principal use is for large lot single family residential development and for agricultural purposes.
R-10:Residential District. Principal use of land is for single family dwellings with adequate lot areas and multi-family dwellings on larger lots to ensure adequate open space.
R-8:Principal use of for single family residences with adequate lot areas to ensure relatively low density development in the district.
R-6:Residential District. Principal use of the land is for single family and multi-family residences in relatively high density neighborhoods.
O-I:Office and Institutional District. Established primarily for the development of offices and institutions which have similar development characteristics and require locations close to the more intensive commercial districts.
B-1: Central Business District. Permits concentrated development of permitted uses within the existing central business area of town.
B-2: Neighborhood Business District. Principal use of land is to provide for the retailing of goods and services to the adjacent residential neighborhood.
B-3: Highway Business District: Established for the development of offices, service uses, and business retailing durable and convenience goods for the community as a whole. These districts shall be restricted to areas located on major radial highways.
I-1: Industrial District. Principal use of land is for industries which can be operated in a relatively clean and quiet manner and which will not be obnoxious to nearby residential or business districts, warehousing and wholesaling activities, and research facilities. Regulations are intended to prohibit the use of land for industries that by their nature, may create some nuisance to surrounding properties.
I-2: Industrial District. Primary use of land is for heavy industries that by their nature may create some nuisance and which are not properly associated with nor compatible with residential, commercial, and service establishments.
MU-PD: Mixed Use Planned Development District. This includes some commercial uses, residential uses, and other uses within the same parcel of land.

LI: Light Industrial. Provides locations for manufacturing, wholesaling, and warehousing uses which can be conducted without producing harmful effects on the citizens of the Pine Level area inside the Town of Pine Level.
R-1: Rural Residential (Allows agricultural uses of crop production, forestry & logging, greenhouse, nursery, floriculture).
R-2: Single-family Residential.
R-3: Residential High Density.
R-4: Residential Medium Density.
R-5: Residential High Density.
C-1: Neighborhood Commercial.
C-2: Downtown District.
C-3: Highway Commercial.
I-1: Light Industrial.

P: Public.

TR: Transitional Residential. Provides for the conversion of older homes from residential to office and very light commercial uses in order to encourage historic preservation and orderly transition in areas whose character is gradually changing from residential to commercial.
B-1: Central Business. Provides for continued existence and enforcement of compact retail, office and service-oriented development of the type found in the downtown core and to maintain the vitality and integrity of the downtown area.
B-2: Heavy Business. Allows for commercial activities, such as wholesaling, vehicle and building supply sales which often locate near the central business district and in certain outlying areas, which often require extensive space, utilize outdoor sales and storage, and are usually oriented to single-purpose trips. These businesses seldom find shopping center locations practical and are incompatible with residential areas.
B-3: Traveler-Oriented Business. Provides areas to serve the needs of the traveling public.
B-4: Neighborhood Business. Provides locations for small neighborhood-serving businesses and for shopping centers.
M-1: Light Industrial. Provides locations for those industrial uses which are likely to be compatible with most other types of uses in the town planning area.
M-2: Heavy Industrial. Provides locations for those industrial uses which will not produce harmful effects on the planning area if properly located, but which are likely, because of their characteristics, to be incompatible with other types of uses if improperly located adjacent to them.
SUD: Special Use District. For the districts enumerated in this section, there are hereby established parallel special use districts, designated by adding "S" to the general use district, pursuant to G.S. Section 160A 382. The city council may establish by ordinance various SUDs upon request or on behalf of all owners.
R-20A: Residential-Agricultural. Provides for areas where the principal use of land is for low density residential and agricultural purposes.
R-10:Single Family Residential. Provides areas for conventional single-family neighborhoods.
R-8: Single, Two, and Multi-Family Residential. Provides areas where a mixture of housing types are allowed, some as permitted and others as conditional or special uses, with proper review, site planning, and designed controls. Planned unit developments are allowed in R-8 districts.
R-6: High Density Single, Two, and Multi-family Residential. Provides for older areas which have developed with a mixture of housing types at fairly high densities. Except in unusual circumstances, it will not be used in new areas, and additional property will not be considered for rezoning to this district.
R-MH: Mobile Home, Residential. Provides areas in which the principal uses of land are single-family dwellings, two family dwellings, and mobile homes on individual lots. Multi-family dwellings and mobile home parks are special uses in this district.
O&I: Office and Institutional. Provides areas for offices, institutional uses, and uses which are compatible with such uses.
B-1: Central Business. Provides for those uses which can provide and contribute to a strong retail and service core for downtown Smithfield. B-2: General Business District. Provides for those business areas adjacent to the downtown core as well as other intensive and extensive business areas in Smithfield. B-3: Highway Entranceway Business. Allows commercial uses with proper regulations and safeguards to promote the safe and efficient movement of traffic, and the orderly development of land along major arteries leading into town, while enhancing and preserving the environmental and aesthetic qualities of these areas. The proper location, and development of the uses along these corridors will contribute to and enhance trade, tourism, capital investment, and general welfare. I: Industrial. Provides areas for those industrial uses which will be compatible with the Smithfield area and will not cause adverse effects for the area or adjacent uses. SUD:Special Use District. Promotes greater land use compatibility by allowing landowners to voluntarily place their property into classifications in which a special use permit is required as a prerequisite to any use or development. IOD:Interstate Overlay District. Allows certain types of signs along I-95 which would not be considered appropriate in other portions of the jurisdiction.
Currently, Wilson's Mills uses the same zoning categories as Johnston County.
