The Johnston County Housing Assistance Payment Program (HAPP) is a federally funded program that offers Section 8 rental assistance to low-income families. A family that is issued a housing voucher is responsible for finding suitable housing.  Families can rent houses, mobile homes, or apartments.  Rental units must meet minimum standards of health and safety as required by HUD.

A housing subsidy is paid to the landlord directly by the PHA on behalf of the participating family.  The family then pays the difference between the actual rent charged by the landlord and the amount subsidized by the program.

Currently the HAPP waiting list is closed, therefore we are not taking any applications at this time.
