Yes, provided capital funding is handled by the developer. - Would the County consider a proposal for operation and maintenance of a developer constructed system?
No, for power generation. Possibly, yes, for gas collection and flaring. - Can a copy of the Tier 2 NMOC Sample Report be provided?
Yes. Please see Tier 2 NMOC Sample Report. - Is an AutoCad file for the landfill site topography available?
Yes. Please download the Topography.dwg file. Also a drawing with the top of protective cover elevations for all lined landfill areas is available in the following file: JC_PCVR_surfaces.dwg. - Are base waste grade elevations available?
Yes, for Phases 5 and 4A. No, for abandoned phases. This information will be posted later. - Is data available on gas destroyed by the existing vent flares?
Yes, please see Pre-Project Flare Readings. - Can the County provide a list of developer-proposers for the convenience of potential vendors and subcontractors?
A list will be posted following the October 28th pre-proposal conference. - Is there a pending power sales agreement with Progress Energy?
No. The County has had only preliminary discussions with Progress Energy.

Under #7 Proposal response format "Introduction" we are required to include:
Cover Letter: Attachment A. Acknowledgement of Insurance requirements for project and Attachment B. Proposal certification and non-collusion signature sheet.
In looking through the RFP, there is a "Proposal Certification and Non-Collusion Signature Sheet" which is listed as Attachment A (not B, as listed in the Introduction. In the Table of Contents, this form is listed as Attachment A, however).
Furthermore, I could not find "Acknowledgement of Insurance Requirements for Project" sheet, which would be Attachment B (it is not listed in the Table of Contents).
Also, should #7 in the Table of Contents read, "Proposal Response Format" vs. "Proposal Response Form"?
The subject form is page 13 of the RFP and is listed as "Attachment No. 1"; and also noted at the end of the title of the form as "(Attachment A)". Item 7: Introduction;, iii. listed the form as "Attachment B", and the Table of Contents as "Attachment A". We regret the confusion and misstatement of the attachment item. Please include the properly executed form, "Proposal Certification and Non-Collusion Signature Sheet" with your response.
There should hve been a second page to the Appendix A, "Insurance Specifications". The second page included an acknowledgement that the respondent has read, understands, and acknowledges the insurance requirements should a contract result from their response. Please insert at the bottom of the Appendix A, "Insurance Specifications" or by attached page, the following:
"Respondent has read and understands the insurance requirements as presented in Appendix A, "Insurance Specifications" and does so acknowledge those minimum requirements as may be required in any resulting contract."

Does the power distribution line serving the landfill site have sufficient capacity for transmission of 2 MW?
Progress Energy has confirmed that the distribution line serving the landfill can convey 2 MW at 23 kV. -
When do the landfill methane emissions reach the 50 Mg level of NMOC emissions, requiring the facility to collect and control landfill emissions per NSPS? This event will eliminate, end and/or limit "carbon" revenue.
Please refer to the NMOC emission curve: Johnston County NMOC Curve. The 50 Mg threshold is projected to be reached in 2028. (Curve chart updated on 11/13/2009).
