How to Purchase or Renew a Landfill Decal
Landfill decals are good at the Landfill and all of the Convenience Centers
(Drop-Off Locations).
Citizens who use the Convenience Centers to dispose of their household garbage are required to purchase
a decal annually and affix it on their vehicle's windshield. The price of this decal covers a portion of
the costs associated with operating the centers, transportation of waste, and Landfill fees.
Decals may be purchased by completing the application available online
and mailing the completed application and fees to:

Proof of Johnston County residency is required for purchasing a decal.
Decals may also be purchased in person at the Public Utilities Office in the Land Use Center
at 309 E. Market Street in Smithfield.
Decals are mailed through the United States Postal Service once payment has been received.

What Must be Taken to the Landfill
The following items are not accepted at the
Convenience Centers and
must be taken to the Landfill:
- Dead animals
- Land clearing debris (trees or stumps)
- Large loads of waste
- Yard waste (logs, limbs, leaves, grass or plants)
- Shingles, construction, or building materials
- Antifreeze
Yard waste is not accepted at the Convenience Centers, but one standard (half-ton)
pickup from a residence may be taken to the Landfill using a
Landfill decal.
The limit is one load per week.
Decals do not cover shingles or construction waste disposal. Customers with construction
or demolition waste must weigh at the Landfill and pay a per ton disposal fee.
All other items taken to the Landfill are subject to a disposal fee. For information

Solid Waste Division at 919-938-4750.
Littering is punishable under state law and county ordinance. All loads should be
secured and covered to prevent littering. To report littering or illegal dumping,
use the online form or call the Sheriff's Office at 919-989-5010.
What the Landfill will not Accept
Some wastes are not accepted at either the Convenience Centers or the Landfill due to
federal, state, or local laws.* These items are:
- All liquids*
- Fire, embers, or hot ashes
- Hazardous wastes or unknown wastes*
- Poisons, herbicides, or pesticides*
*While certain items are banned from being placed into the Landfill,
the Landfill will accept many of these items for proper disposal or recycling. Simply
because they are banned
from Landfill disposal by Law, does not mean that you cannot take them to the Landfill at all.
