Corrugated Cardboard Acceptance Policy

Convenience Sites:

A decal is not required for recycling corrugated cardboard at the convenience sites.

Recycled cardboard must be free from contamination such as oil, paint, food, and packing material. Boxes are to be broken down or flattened before disposal.

Cardboard that is pressed paperboard such as a shoe box or a cereal box is not accepted for recycling. Corrugated cardboard with a yellow coloring or a waxy coating is also not accepted for recycling.

Large loads are to be taken to the landfill site for recycling.

Landfill - Cardboard Restriction:

A corrugated cardboard ban is in effect at the MSW and C&D landfills. No load of solid waste containing more than ten percent (10%) recyclable corrugated cardboard by weight or volume may be disposed in the landfill. Commercial, Industrial, and Institutional loads will be randomly inspected for compliance. Household waste is not regulated under this policy.

Loads containing more than 10% corrugated cardboard will be penalized in the following manner:

MSW Landfill:
1st Violation:      A written warning will be issued.
2nd Violation:      2 times the regular tipping fee of the entire load or $ 66.00 / ton
Each Violation thereafter:      4 times the regular tipping fee of the entire load or $132.00 / ton

C&D Landfill:
1st Violation:      A written warning will be issued.
2nd Violation:      2 times the regular tipping fee of the entire load or $ 50.00 / ton
Each Violation thereafter:      4 times the regular tipping fee of the entire load or $ 100.00/ton

Whenever possible, the driver of the waste load in violation will be notified of the cardboard content. Otherwise, the owner of the vehicle hauling the waste will be contacted by phone immediately and given the choice to either remove the cardboard from the waste load or accept the penalty charges. The owner will be given two (2) hours to pick up the cardboard load. If the penalty is accepted, the waste load ticket will be voided and a new ticket with the violation charge will be printed. Violation charges will be levied against the owner of the vehicle hauling the waste load.

Corrugated cardboard that has been contaminated by oil, water, food, or other similar contaminates and corrugated cardboard boxes that contain a product will not be regulated under this policy. Pressed paperboard such as shoe boxes, cereal boxes or other similar paperboard material that is not corrugated will not be regulated under this policy. Cardboard with a yellow coloring or a waxy coating is also not regulated under this policy.

All packing material such as plastic, foam, or wood must be removed from recycled cardboard.

There is no charge for recycling corrugated cardboard. Covered containers are placed at all county convenience sites and at the landfill to accept corrugated cardboard. All efforts should be made to promote recycling of this material.
