Housing Assistance Payments Program


HAPP (also known as the Housing Choice Voucher Program or Section 8) is a federally funded program whose mission is to enable families and individuals with very low incomes to live in healthy, safe, and sanitary housing; including, but not limited to, seniors and the disabled.

A housing rental subsidy is paid to the landlord directly by HAPP on behalf of the participating family. The family then pays the difference between the actual rent charged by the landlord and the amount subsidized by the program. This housing subsidy is based on the family’s household income, and is adjusted accordingly each time the Tenant reports a change.

Our HAPP office is a rental assistance program only. We do not participate in the home ownership program at this time. We also do not have funds for Emergency Assistance.

Directions to HAPP Office

From Clayton and I-70 East:  Follow Route 70 East, when it splits into 70-Bypass and 70-Business, follow 70-Business into Smithfield.  Turn right on Second Street beside the courthouse. Turn right on Johnston Street, the HAPP building is on the corner of Johnston and Front Street. 

From I-95:  Take Exit 95 for downtown Smithfield.  Head West through Smithfield.  Turn left beside the courthouse onto Second Street. Turn right on Johnston Street, the HAPP building is on the corner of Johnston and Front Street. 

 

If you are in need of emergency or immediate assistance, visit Housing Resources and Emergency Assistance.  The HAPP program is not immediate assistance. Once you apply, you will be placed on a general waiting list on which you will remain for two or more years until your voucher is issued.
