PUBLIC HEARING
PROPOSED JOHNSTON COUNTY BUDGET
Fiscal Year 2023-2024

Pursuant to NCGS § 159-12, the Johnston County Board of Commissioners will hold a Public Hearing on the proposed 2023-2024 County Budget on Monday, June 5, 2023 at the 10:00 a.m. regular meeting held in the Commissioners’ Meeting Room, Johnston County Courthouse, 207 E. Johnston Street, Smithfield, NC 27577.  The hearing will begin immediately following the Public Comment section held at the beginning of the meeting (10:00 a.m.), or as soon thereafter as possible. The purpose of the Public Hearing is for the County Manager to present the proposed budget and solicit public comment. 

A copy of the proposed budget has been submitted to the Board and is available in the Office of the Clerk to the Board for public inspection. The Office of the Clerk to the Board is located at the Johnston County Courthouse, 207 E. Johnston Street, Smithfield, North Carolina 27577 Room B-206, ph. (919) 989-5100.  The proposed budget can be downloaded from the County's website at www.JohnstonNC.com/commissioners (see Public Notices).  Citizens who would like to address the Board regarding this hearing but do not wish to physically attend this meeting may e-mail any comments to Clerk to the Board Dana Cuddington at dana.cuddington@johnstonnc.com by Friday, June 2, 2023 at 5:00 p.m.  The Chairman will submit those comments during the hearing.  The meeting will be live streamed through YouTube at https://www.youtube.com/jocogovnc.

NOTICE OF PUBLIC HEARING
Economic Development (N.C.G.S. §158-7.1(a))

The Chairman of the Johnston County Board of Commissioners has called for a public hearing on Monday, June 5, 2023, at the 10:00 a.m. regular meeting of the Johnston County Board of Commissioners held in the Commissioners’ Meeting Room, Johnston County Courthouse, 207 E. Johnston Street, Smithfield, NC  27577.  The public hearing will begin immediately following the Public Comment section held at the beginning of the meeting (10:00 am), or as soon thereafter as possible.   The purpose of the public hearing is to receive public comment on a proposed economic development incentive grant for Project Life Dust.  A company proposes to develop and build at full build-out three 100,000 +/- square foot expandable speculative buildings, to be used for biopharmaceutical use in the Clayton Township, Johnston County, North Carolina.  The company has proposed the development in Johnston County in exchange for certain economic incentives in the form of annual cash grants paid from general County funds not to exceed a five-year period beginning after required investments have been made.  The project will increase the tax base, stimulate the local economy, cause the creation of new jobs, encourage business and industry to locate in the County, and will promote business in the County.

Johnston County further proposes to participate in the cost of the economic development project through a lease of the newly constructed speculative buildings described above.  The Johnston County Board of Commissioners intend to pay up to twenty-five thousand and 00/100 dollars ($25,000.00) per month for a lease of each speculative building, for up to twenty-four months for a maximum total not to exceed six hundred thousand and 00/100 dollars ($600,000.00) per building to be paid with revenues from the Johnston County general fund.  The Company plans to build at full build-out three 100,000 +/- square foot buildings worth a total of approximately twenty-seven million and 00/100 dollars ($27,000,000.00).  The County shall be obligated to enter into a lease for only one building at any time.  Each spec building leased will be used to entice new businesses to come to Johnston County or to expand existing business in Johnston County and for site visits and events to market Johnston County as a whole, until it is sold or leased to an end user.    

The Board of Commissioners will solicit public comment on the proposed incentives at the public hearing.  The Board of Commissioners will consider approval of incentives to the company in exchange for the company’s commitments to (1) plan, develop and build the facilities; (2) create or cause to be created new, permanent full-time jobs; and (3) invest in taxable real property additions, all of which will return property tax revenues substantially in excess of the County’s investment.  The cash grants and lease are contingent upon, among other things, the company’s entry into a local economic development agreement with the County containing the obligations and agreements of the company and the County.  The company must achieve its performance commitments plus be current on all Johnston County tax obligations to receive the proposed leases and grant funding, which is subject to adjustment for partial performance.  All interested persons are invited to attend and present their views during this public hearing.  Citizens that would like to address the Board regarding this hearing but have concerns with physically attending the meeting, may email those comments to Clerk to the Board Dana Cuddington at dana.cuddington@johnstonnc.com. NOTICE OF PUBLIC HEARING
System Development Fee Analysis

Pursuant to North Carolina General Statute Sect. 162A-209, the Johnston County Board of Commissioners will hold a public hearing on Monday, June 5, 2023 at their 10:00 a.m. regular meeting.  This meeting will be held in the Commissioners’ Meeting Room, Johnston County Courthouse, 207 E. Johnston Street, Smithfield, North Carolina.  The public hearing will immediately follow the Public Comment section of the meeting, which is held at 10:00 a.m. or as soon thereafter as possible.  Article 8 of Chapter 162A of the North Carolina General Statutes provides specific guidance to public water and sewer providers to assess System Development Fees for the recovery of capital costs associated with new development and system growth.    

The purpose of the public hearing is to receive public comment and discussion on the Johnston County System Development Fee Analysis Update for water and wastewater.  The System Development Fee Analysis Update has been posted on the County’s website for the required 45-day time period.  The Analysis Update can be found on the Johnston County Public Utilities website at:  www.JohnstonNC.com/utilities (look under the “News & Events” tab).  A copy of the System Development Fee Analysis Update is also on file and available for public inspection in the Johnston County Public Utilities Department located in the Johnston County Land Use Center at 309 E. Market Street, Smithfield, NC between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday.

The Johnston County Board of Commissioners will hold a public hearing in the Commissioners’ Meeting Room, located in the Johnston County Courthouse, 207 East Johnston Street, Smithfield, North Carolina, on Monday, June 19, 2023 at 6:00 p.m. during their regular meeting. The public hearing will begin immediately following the Public Comment section held at the beginning of the meeting (6:00 p.m.), or as soon thereafter as possible. The purpose of the hearing is to provide the public with an opportunity to address the Board on a proposed extension of the Johnston County Research and Training Zone (RTZ) district boundaries pursuant to N.C.G.S. 153A-317.11 through 153A-317.17, and specifically 153A-317.14.

A report for the district extension, including (a) map of the district and the territory proposed to be annexed showing the present and proposed boundaries of the district; and (b) a statement that the area to be annexed meets the standards and requirements within N.C.G.S. 153A-317.14(a) is on file in the Clerk to the Board’s Office located at 207 E.
