UOCAVA Election Notice for Johnston County

The Uniformed and Overseas Citizens Absentee Voting Act or “UOCAVA” requires states to allow certain voters who are absent from their county of residence to have special rights that provide an expedited means for them to register and vote by mail-in absentee ballot. In order to qualify under the provisions of UOCAVA in this state, a voter must be a legal resident of North Carolina. Citizens covered by UOCAVA include:

  • A member of the active or reserve components of the Army, Navy, Air Force, Marine Corps, or Coast Guard of the United States who is on active duty.
  • A member of the Merchant Marine, the commissioned corps of the Public Health Service, or the commissioned corps of the National Oceanic and Atmospheric Administration of the United States.
  • A member of the National Guard or State militia unit who is on activated status.
  • A spouse or dependent of a uniformed services member as listed above.
  • U.S. citizens residing outside the United States.

How to Register to Vote

To register, complete the Federal Post Card Application (FPCA) (PDF). If you are unable to access this form, please e-mail or call our office at (919) 989-5095 and we will mail or fax the application to you.

Or, you may obtain the Standard Form 76 - Registration and Absentee Ballot Request, Federal Post Card Application (FPCA) - from the U. S. Embassy or your Commanding Officer.

North Carolina does not require that the form be notarized or witnessed.

Your application must be received by the Elections Office no later than 14 days before each election. For a current listing of election dates, view the elections calendar.

Note: To qualify for a federal service ballot to be mailed 45 days in advance, the Federal Post Card Application is the only application permitted.

You will need to submit a separate application for each election. The Standard Form 76 is valid for any election at which such voter otherwise is entitled to vote between the date of the application through the next two regularly scheduled general elections for national or state office.

Mailing your Ballot

Federal Service ballots should be mailed mailed approximately 45 days prior to Election Day. If you have not received your ballot two weeks before the election, contact our office. Deadline for our office to mail a ballot is the Friday before each election.

You may mail your ballot to the Johnston County Elections Office. Your ballot must be received by the Election Office no later than 7:00 p.m. on Election Day in order to be counted.
