2020 Water and Wastewater System Development Fee Study: 45-Day Review
In accordance with the General Assembly of North Carolina Session Law 2017-138 (North Carolina House Bill 436), Johnston County contracted with Willdan Financial Services to perform a Water and Wastewater System Development Fee Study in 2019. The law provides specific guidance to public water and sewer providers to assess the System Development Fee (SDF) for the recovery of capital costs associated with new development and system growth.
The report will be available for public inspection and review for at least 45 days on Johnston County’s website and at the Johnston County Public Utilities Office located at 309 E. Market Street, Smithfield, NC.

The Johnston County Board of Commissioners will hold a public hearing at the end of the 45 day review period and evaluate proposed System Development Fees for FY 20/21.
